Dari Persoalan Warga Menuju Respons Hukum Yang Aman: Edukasi Literasi Hukum Melalui Dialog Warga–Polisi Di Krembangan, Surabaya

Abstract

Legal problems in Krembangan emerge not only in formal disputes but also when residents decide how to report an incident, respond to neighborhood conflict, protect vulnerable persons, and verify legal information circulated online. This community service program brought legal knowledge closer to those decisions through case-based education and citizen–police dialogue. Over four weeks, the SMART 1 thematic community service team worked with the local youth organization, residents, and police representatives to identify priority issues, prepare plain-language cases, conduct a Community Public-Order and Safety School, and facilitate institutional clarification. Discussion focused on reporting pathways, safe conflict response, protection of women and children, verification of digital information, and citizens’ role in public order. The intervention produced contextual learning materials and a practical response map that links situation recognition, immediate protection, documentation, verification, and access to services. Participant responses consistently emphasized the need for simple action sequences, clear limits between community mediation and formal services, and reliable contact points. The experience shows that legal literacy becomes useful when residents can test legal information against everyday situations and speak directly with public institutions. The program therefore offers a practical framework for recurring community legal education grounded in local issues, dialogue, and follow-up communication.
