Dari Sosialisasi Menuju Navigasi Hukum: Perumusan Model Pemberdayaan Hukum Kolaboratif Di Siwalankerto

Abstract

Legal information becomes useful when residents can connect everyday problems with rights, safe actions, evidence, and appropriate service channels. In Siwalankerto, high population mobility, social heterogeneity, and limited enduring public information created a need for practical legal and human-rights education. This community service article describes the design, implementation, and lessons of the SMART 2 thematic community-service program conducted on 4-30 June 2026 by 15 students in partnership with the Siwalankerto Urban Village Administration. A community-based empowerment approach with qualitative process evaluation was applied. Initial needs were identified through a field survey, directed interview, field conversations, and program documents. The main intervention combined concise explanation, case-based discussion, procedural mapping, questions and answers, community-institution dialogue, and visual learning media. The program produced a local legal-navigation needs map, contextual educational materials, a communication space linking residents with local services, and an initial division of roles for follow-up. Reflection on the process generated a five-stage collaborative legal-empowerment model: diagnosing needs, translating legal language, facilitating cross-actor dialogue, rehearsing procedural choices, and strengthening local continuity. Field observations showed that residents engaged more readily when legal norms were connected to recognizable situations and concrete steps. The model offers practical value for designing accessible and participatory public legal education and contributes to shifting community legal education from one-way transmission toward assisted navigation and collaborative access to services.
