Edukasi Kamtibmas Berbasis Masalah Lokal Sebagai Praktik Pemberdayaan Hukum Kolaboratif Di Dusun Sumbersari

Abstract

Public-order and security education becomes meaningful when legal information is connected to situations that residents encounter and to service channels they can actually use. This community service program addressed locally perceived night-time vulnerability, uncertainty about reporting pathways, and the limited availability of recurring public-security education in Sumbersari Hamlet, Sumberejo Village, Batu City. The program aimed to deliver contextual and dialogic education and to formulate an initial collaborative legal-empowerment framework. It was conducted from 22 May to 25 June 2026 in partnership with the village government, community protection unit (Linmas), and residents, with the main learning forum held on 15 June 2026. The activities comprised local needs identification, preparation of case-oriented materials, face-to-face education and dialogue, and reflective evaluation of the process and outputs. Program records, field notes, learning materials, and activity documentation were reviewed thematically. The local diagnosis directed the intervention toward prevention, lawful responses, role clarification, and accessible communication channels. The program produced a contextual learning forum, practical information materials, initial community–institutional linkage, and a five-function framework comprising local diagnosis, legal translation, dialogic learning, institutional connection, and continuity planning. The experience shows that student facilitators can bridge formal legal language and everyday security concerns when the program begins with local problems and places residents and Linmas within the same learning space.
