Pemberdayaan Hukum Kolaboratif Melalui Edukasi Kamtibmas Dan Dialog Masyarakat–Aparat Di Kota Semarang

Abstract

Limited familiarity with reporting procedures, lawful conflict resolution, human-rights protection, and reliable legal-information channels can distance citizens from institutions responsible for public security. This community service program developed a collaborative legal-empowerment practice through contextual legal education and a community–law-enforcement dialogue in Semarang City. The program was implemented from 7 May to 4 June 2026 by thirteen students of the SMART 4 thematic community-service group in partnership with community representatives and police or security personnel. Activities comprised local-needs identification, preparation of accessible case-based materials, participatory education and dialogue, and reflective evaluation. Process data were obtained from field notes, participant questions, discussion responses, program materials, and follow-up needs recorded by the team. The discussion converged on four practical concerns: uncertainty about reporting pathways, the risk of conflict escalation, protection of vulnerable groups, and verification of digital legal information. The intervention translated legal provisions into response options, clarified the preventive and service roles of institutions, and opened a space for residents to connect local experience with formal procedures. The program produced contextual learning materials, a practical reporting pathway, public-security information media, and an initial five-stage collaborative legal-empowerment framework: identify, translate, dialogue, practise, and sustain. The framework is valuable as an operational guide for community legal education that combines legal knowledge, institutional proximity, and continuity.
