Dari Persoalan Sehari-Hari Menuju Respons Hukum Yang Aman: Edukasi Literasi Hukum Fungsional Di Desa Bulu

Abstract

Everyday legal problems can escalate when residents understand general rules but remain uncertain about the first safe action, the documents that should be protected, and the service that is competent to assist them. This community engagement program aimed to translate legal information into practical response options for village officials and residents of Bulu Village, Semen District, Kediri Regency. The activity was conducted on 22 June 2026 with 15 participants through contextual explanation, problem-based examples, interactive discussion, and reflection. Four clusters were discussed: citizens’ rights and duties; family law involving marriage, divorce, child custody, and inheritance; land documents and boundary-related dispute risks; and access to free legal aid. Organizing the material around decisions enabled the forum to connect legal norms with preventive actions, document protection, proportionate dispute pathways, and referral services. The program produced a concise material matrix and an initial four-stage functional legal-literacy framework: recognize the problem, prevent escalation, choose an appropriate pathway, and connect with competent services. The framework positions village officials as initial information and referral nodes while maintaining the limits of their authority. It offers a practical basis for periodic village legal education. Process evaluation documented implementation, interaction, and program outputs; longer-term learning and behavioral outcomes require follow-up assessment.
